Inscription reads: To the Confederate defenders of Charleston. Fort Sumter, 1861-65. The US Civil War began with bombardment of Fort Sumter in Charleston Harbor in 1861. The fort was still occupied by Federal troops after South Carolina succeeded from the Union. After it was abandoned by Federal military, it was occupied by Confederate military and used to defend Charleston, a key port of entry for goods supporting the Confederate cause. Apparently the defense was clothing optional for men, save for a small token, along with sandals. The woman behind the main figure is fully clothed and appears to be waving to the enemy. To my knowledge, there are no memorials to the Federal defenders of Fort Sumter from 1861, apart from the preservation of the Fort itself by the National Park Service. (Worth a visit.)
